James Orr, PhD | Senior Vice Provost for Student Success
Dr. James Orr is a nationally recognized leader in higher education and a visionary strategist, currently serving as the inaugural Senior Vice Provost for Student Success at the University of North Carolina at Chapel Hill. Appointed in July 2025, Dr. Orr leads a comprehensive, university-wide strategy to support undergraduate students from enrollment through graduation. His leadership spans Student Affairs and Enrollment Management, and Dr. Orr works in close collaboration through a dotted-line reporting relationship to him for Undergraduate Education and the Academic Support Program for Student-Athletes. As senior vice provost for undergraduate student success, he connects the dots across the student academic experience, advancing the university’s ability to help every student thrive at Carolina.
With two decades of experience in academic affairs, student life, undergraduate education, academic strategy, graduate education, and strategic enrollment management at leading universities, Dr. Orr has built a reputation for driving institutional transformation through innovation, collaboration, and data-informed decision-making. A first-generation college student, he brings a personal and professional commitment to student access and success.
Throughout his career, Dr. Orr has demonstrated an ability to lead strategic change at scale in complex organizations. He is known for his capacity to activate both short- and long-term institutional plans through listening, organizational alignment, and cross-functional coordination. His leadership has inspired large, matrixed teams and stakeholders across highly decentralized environments to embrace and implement bold visions. At multiple institutions, he has led enterprise-wide transformations that resulted in record-breaking enrollment, unprecedented retention and completion rates, and the revitalization of regional campuses. His work has realigned core university functions—including student life, academic affairs, enrollment, finance, teaching and learning, and technology—into cohesive, results-driven ecosystems.
Dr. Orr’s operational and financial acumen is equally distinguished. He has successfully raised external funds and managed budgets exceeding $1 billion, consistently identifying ways to optimize resources, generate new revenue, and enhance institutional efficiency. His leadership in deploying enterprise-wide technologies and governance frameworks has modernized operations and elevated academic and student outcomes. He has cultivated data-driven cultures that harness artificial intelligence, predictive analytics, and advanced modeling to optimize financial aid, enrollment, and student outcome strategies.
A steward of academic excellence, Dr. Orr has played a pivotal role in raising institutional academic profiles, including helping an institution achieve R1 research status. He has implemented evidence-based practices that increased student academic performance. His leadership has also aligned academic programs with workforce needs, through support in the development of new undergraduate, graduate, and professional programs in high-demand fields such as engineering technology, data science, speech-language pathology, and nursing practice.
Dr. Orr’s leadership also extends to collegiate athletics. He has advised institutions on the evolving role of athletics in higher education, particularly regarding student-athlete success, transfer pathways, and NIL (Name, Image, Likeness) policies. He has collaborated with four major Division I athletic programs to enhance academic support for athletes and has served on committees focused on athlete well-being and academic integrity.
Dr. Orr holds a Ph.D. in Public Policy and Administration from Mississippi State University. His career reflects a deep belief in the transformative power of education and a lifelong commitment to ensuring that every student has the opportunity to thrive—academically, personally, and professionally.
